The Development Standards Sub-Group of the Peoria Commission on Sustainability and Green Technology has developed the following listing of desirable green technology improvements. Developers and governments are encouraged to implement

· Promote more efficient buildings

· Use passive solar orientation of buildings

· Encourage solar and wind energy systems

· Use recycled material in buildings

· Recycle building material waste

· Encourage rain harvesting & irrigation

· Support the use of natural landscaping

· Employ green roofs

· Improve City and County staff knowledge of “green” techniques

· Support quality construction for long lived buildings

· Encourage mixed use development

· Support walk to work programs

· Encourage development that supports transit

· Support efforts to redevelop older communities

· Permit Live / Work Space development

· Support natural open space and parks

· Design wetlands, drainage systems, retention and bio swales into parks

· Use open surface natural drainage where feasible

· Require street trees

· Encourage the use of geothermal energy

· Revisit development requirements, minimizing pavement widths and cost

· Update City / County codes to permit and encourage “green” development

· Support the development of the local production of “green” technology equipment

· Incorporate bikeways and pedestrian paths into new

and older developments

“Going Green in Central Illinois / LEED Preparation Training”

Leadership in Energy and Environmental Design

This is essentially the same successful course offered last Spring, now updated and reworked with 2009 USGBC LEED information. The training prepares individuals for and will include the exam for LEED Green Associate, now the entry level designation. For those with experience and qualifications now required by USGBC (ie worked on LEED projects last 3 years), this course also prepares you to take the new LEED Building Design & Construction AP exam (formerly NC).

This training is intended for contractors, suppliers, developers, architects/engineers, trades workers, apprenticeship instructors, city/county staff and anyone interested in green building and the LEED Green Associate designation. See www.gbci.org for more on LEED.

Fair warning, this class filled in 2 ½ days last January – REGISTER ASAP by filling out the attached pdf file and faxing to ICC PDI. The form is fillable – just save the pdf to your computer, open, click over a space and start typing. Save and email or fax to ICC/PDI.

TRICON has been working with City of Peoria Workforce Development and ICC/PDI to set up green building training offerings available at ICC and through a grant from the US DOL. Scholarships are available for most applicants so that the course cost is only $350 including the Green Associate exam. Please forward to others you feel may be interested. If you have questions, don’t hesitate to contact me.

I’ve also attached again the registration information for Building Analyst and Envelope Professional Training and BPI Certification. This training is geared for the residential market – contractors, workers, energy consultants/auditors, etc. It should be said, however, that much of the information covered applies to all types of structures.

Sustainable Economic Development

The Center for Livable Communities is a national initiative of the Local Government Commission (LGC) which is a nonprofit and nonpartisan organization. In 1991 the LGC developed the Ahwahnee Principles for resource-efficient local and regional land use planning.

The principles create an interesting synergy among the principles of new urbanism, sustainable development, and economic development.

2008 Sustainable Government Symposium

The images below illustrate potential locations for Windfarms in the Peoria Metro area. The lighter color is better, usually because it is on higher ground. Western United States locations have more wind, but are farther from the market.

There is a very large Windfarm on I-39 north of I-80. You can see that the area is the same color as areas on the outskirts of metropolitan Peoria.

Interesting article about the Northern Illinois Municipal Power Agency (NIMPA), comprised of the communities of Rochelle, Batavia and Geneva. They signed an agreement with EcoEnergy to own 10 to 15 megawatts (MW) of turbines built as part of the EcoBryn wind energy project proposed in Ogle County.

Everyone is in favor of clean energy, saving the environment and reducing our dependency on foreign oil. The issues has lately been popularized by T. Boone Pickens. His plan is on the web site below:

Governments and business in Peoria could encourage the development of a wind farm near Peoria by creating a consortium who would band together to buy wind energy from a newly developed wind farm. The Wind farm company could handle location, siting and development work. An ideal location would be on a major approach to the region, perhaps along I-74 . Another option would be a "Green Sustainable" technology and business park developed with the Wind Farm. This could also enhance our image as a "Green" Community. Wind farms are of course controversial to nearby property owners. Siting is somewhat difficult. But the idea is worth researching. Grants for this type of work are available from:

Mayor Ardis has created the “The Peoria Commission on Sustainability and Green Technology”, which will lead the effort to increase "green" development and technology in Peoria. We plan to make Peoria a leader in Sustainable Development.

Mayor Ardis named Dr. Amir Al-Khafaji as Chairman of the Commission. Dr. Al-Khafaji is Chairman of the Bradley University Civil Engineering and Construction Department. A number of citizen leaders have been contacted and asked to serve on the Commission

Peoria is an inherently "Green" City. The City is bordered on the east side by the Illinois River, Lake Pimiteoui, and beautiful wooded bluffs. The City is intersected by wooded ravines, and bounded by fertile Illinois farmland.

The original village in Peoria was a native American settlement on the river, using the Illinois River and intersecting trails. The City that developed after this initial settlement was built at high density on rail and street car lines. Trips to work, shopping, and schools were made by walking or a short streetcar ride. The historic city was energy efficient.

Modern American urban development is auto oriented, with large homes on large lots distant from destinations. Modern suburban development is built at low density. Long auto trips waste a great deal of time and energy.

Our historic “Heart of Peoria has "hollowed out". Most retail has left downtown, and a great deal of near in housing has been demolished. Historic older buildings are often underutilized.

The following are potential improvements to "Green" the entire City of Peoria:

· Energy efficiency in all buildings is encouraged

· Developers are encouraged to create green housing

· Mixed use development will be emphasized

· Historic buildings will be adaptively reused

· Walk ability of the city will be encouraged

River's Edge Redevelopment Iniative

All the documents on this Blog are early drafts, and have not been adopted by City Council. Staff are presenting the concept plans to citizen groups. A Public Hearing will held in front of the Planning Commission to ensure that all people get a chance to understand and comment on the proposed plans.
